If people could actually bend (air, earth, fire, water), this is what would happen.
[For the sake of the argument, we are only focusing on the bending and have disregarded the cultures associated with each bending art.]
Air
One who can control localized air currents could cause tornados and other wind related weather phenomenon. Such a person could also create a vacuum around a person's head to suck the air out of their lungs (as demonstrated by Zaheer). After committing this crime, this airbender would easily escape nearly every form of pursuit (and without flying).
Earth
Besides the earthquakes and mudslides that could destroy a city, rogue earthbending could eliminate the meaning of 'security'. No target would be safe from the power of the earth itself. In fact, there would be almost no need for metal or lava bending since a very skilled bender (like King Bumi) could find a way to accomplish goals and overcome obstacles with 'just rocks'.
Fire
Unlike the atrocity The Last Airbender (2010), the original story of the Avatar world has firebenders creating flames using their chi (energy within). As noted in the Aang series, firebenders can accomplish a multitude of fatal techniques that rely on inundating opponents. Experts in this art are even capable of the (literally) light speed, lightning attack. With this, not even a flying airbender could escape a gifted firebender.
Water
Ming Hua was the epitome of ferocious waterbending. Even with no arms, she controlled the element with genius precision and reckless abandon. She can perform several offensive techniques simultaneously, which makes little need for a serious defensive fighting style. Other masters of waterbenders can manipulate the water within plants and even people ( as bloodbending). However, there has yet to be a death via exsanguination in the Aang or Korra series (unfortunately).
