Gotham could have a different Joker in each episode...because one isn't creepy enough!

The rumor is that the villainous Clown Prince will appear, in some way, in each episode of the first season, and played by different actors each time. It has been confirmed, at least, that comedian Jon Beavers will play the Joker in the pilot episode.

BleedingCool had this on their site:

"Basically, every episode in the first season will introduce a character that might be a future Joker, each emphasising aspects of the character’s iconography, a card sharp, a flower seller, a clown, or just a guy with a very big grin."
